Explaining the Controversy Over the “Luckily, the Noto Peninsula Earthquake Happened” Remark

Society

In January 2024, a major earthquake struck the Noto Peninsula in Ishikawa Prefecture, causing significant damage and affecting many people. Later, on July 8, 2025, Yosuke Tsurubo, the Chairman of the House of Councillors Budget Committee from the Liberal Democratic Party, made a remark during a speech in Wakayama City, saying, “Luckily, the Noto Peninsula earthquake happened.” This comment sparked widespread controversy.

The reason for the backlash was that the phrase “luckily” seemed highly inappropriate, especially considering the feelings of those affected by the disaster.

Many people interpreted the comment as downplaying the suffering caused by the earthquake, leading to strong criticism and sadness among the public.

Mr. Tsurubo made the remark while discussing the promotion of “dual residency”—living in both urban and rural areas.

He used the Noto Peninsula earthquake as an example, mentioning that the disaster made it easier for people to change their official residence. However, describing this as “lucky” was seen as a poor choice of words. Following the backlash, Mr. Tsurubo quickly apologized, stating that his words were insufficient and that he lacked consideration for the victims. He retracted his statement and expressed deep regret at a press conference, explaining that it was not his intended meaning.
